Brazil VAT
New Taxes: Brazil will now have a dual VAT system:- IBS (Imposto sobre Bens e Serviços): This is a state and municipal tax on goods and services, replacing ICMS and ISS.
- CBS (Contribuição sobre Bens e Serviços): This is a federal tax on consumption, replacing PIS and COFINS.
This is higher than the previously anticipated rate.
Transition Period: The transition to the new system will be gradual, taking place between 2026 and 2033. During this period, both the old and new systems will coexist.
Reduced Rates: There will be reduced rates for certain essential goods and services, ranging from zero to 60% of the standard rate.
Destination Principle: The new system will follow the destination principle, meaning that the tax is levied where the goods or services are consumed.
This is a significant change from the origin-based ICMS system.
What this means:
Increased Complexity (initially): During the transition, businesses will need to navigate both the old ICMS system and the new IBS/CBS system, which could increase complexity.
Potential for Higher Taxes: The initial combined rate of 28% is higher than the average rates under the old system, suggesting that some businesses may face higher tax burdens.
Long-Term Simplification: The goal of the reform is to simplify the tax system in the long run, reducing compliance costs and promoting economic efficiency.
Important Notes:
Specific rates will be determined later: While the initial combined rate is around 28%, the exact rates for IBS and CBS will be set by subsequent legislation from the Union, States, and Municipalities. Keep informed: This is a developing situation. Businesses in Brazil need to stay informed about the ongoing changes and seek professional advice to ensure compliance.
